Valletta, the capital city of Malta, introduced May 1st 2007 a controlled vehicular access system in order to increase accessibility and reduce traffic congestion.

The system proved its effectiveness by reducing stays of 5 hours or longer with 57.2% due to a variable payment system which taxes according to the duration of stay shortly after being introduced.

The public transportation systems also profitted from the new system, and buses in the central part of the city saw a slight increase in passangers shortly after the system was effectuated.

However, recently the Valletta system has been criticised because the operating costs exceed the actual revenue of the taxation.
